## The fork as Stephen named it Simtable / RealtimeEarth / AnyHazard currently serves ~300 agencies (CalFire, every California county, ~30 US states, multiple international customers). Those agencies collectively serve ~80 million citizens at the geographies where Simtables are deployed. The institutional channel is real, durable, and the existing business model. The strategic question: **how much to go direct-to-citizen in wildfire and AnyHazard (across pre-incident, incident, and post-incident recovery)?** Three obvious posture choices: - **A — Agency-channel only.** Continue serving agencies. They mediate to citizens. Tools-for-emergency-management vendor posture. - **B — Citizen-direct only.** Build the consumer product. Citizens use AnyHazard themselves, with or without agency mediation. - **C — Hybrid.** Same substrate, two products. Agencies remain a customer; citizens become a primary product surface that can run independently of or in coordination with agencies. The naïve framing presents these as a tradeoff between revenue stability (A) and structural moral position (B). The substrate framing dissolves the tradeoff (C).
## What the COVID story says about the agency channel Every authorization path in the COVID story died at an institutional intermediary: - NM Governor didn't sign the citizen app. - NM ICS split into two parallel commands; National Guard squeezed to logistics; DOH gave up on contact tracing. - Trump morning briefing produced no executive action. - Google declined OAuth. The substrate had no path to citizens because *every gateway between substrate and citizen was an institution that could refuse, defer, or split itself into incoherence*. If the same architectural conclusion is right for wildfire — and the Paradise / Camp Fire dispatch failure suggests it is — then **the agency channel is structurally vulnerable to exactly the same failure mode, by exactly the same pattern, with exactly the same blindness windows.** The dispatchers weren't refusing maliciously; they were operating on stale aggregated information because that's what the centralized architecture lets them see. Building only for the dispatcher means baking that ceiling into the product. Posture A reproduces the failure mode the COVID essay documents.
## What the existing channel says about the citizen-direct posture The 300 agencies and 80M citizens of reach are real, durable, and validated. Going pure-direct-to-citizen sacrifices the institutional credibility that makes consumer adoption possible at all. Citizens install apps from authorities they trust; "tech company app" alone has a brutal acquisition cost and a trust ceiling that years of Watch Duty, PulsePoint, and Nextdoor work has only partially broken. Posture B sacrifices the wedge that posture A has spent a decade earning.
## The hybrid resolution The substrate framing the bead has been developing throughout this session resolves the fork. Acequia™ + RealtimeEarth + AgentScript is the asset; the agency product and the citizen product are two capability bundles offered against the same substrate: - **Agency product.** Workflow tools, multi-agency coordination, AI/ML inference at scale, training, decision support, billing-and-procurement surface. Pays for itself. Strengthens with adoption. - **Citizen product.** Browser- and mobile-resident; OAuth to citizen's own data via Google/Apple/health/etc.; peer-to-peer aggregation; agency feeds as one input among many; *runs independently of whether the citizen's local agency has deployed.* The two products **coexist on the same substrate**. When the agency is integrated, the citizen sees official advisories alongside peer reports. When the agency is silent (Camp Fire dispatch frozen on stale data), the citizen still sees peer reports and the substrate-derived front position. The citizen product never depends on the agency to *function* — only to be *richer*. Symmetrically: an agency dispatcher with thousands of citizen reports flowing into their console is materially more capable than one reading aggregated sit-reps. That's an upgrade story for the agency customer, not a competing product. The existing 300-agency relationship *strengthens* when the citizen substrate makes the agency's work more effective.
## Pre-/incident/post-incident split maps onto the dual channel - **Pre-incident.** Overwhelmingly direct-to-citizen (Watch Duty has demonstrated the market): home risk assessment, defensible space, evacuation planning, family coordination. Agencies less central. - **Incident.** The contested moment where the agency-vs-citizen primacy question gets answered by who can perceive faster. The COVID and Camp Fire evidence says citizens can perceive faster than centralized command can. The citizen substrate must be primary during the incident window; the agency product is the *coordination layer* that benefits from citizen visibility but does not gate it. - **Post-incident.** Mostly agency-mediated recovery (insurance, FEMA, county coordination) plus community mutual aid (dissipative-structure pattern from [wellness-structures-as-dissipative-structures.md](../artifacts/wellness-structures-as-dissipative-structures.md)). Both channels active.
## The OAuth bypass the citizen-direct path enables The 2020 substrate proposal asked *Google* to help build the system. Google walked. The citizen-direct posture inverts the dependency: the citizen product ships as substrate-on-the-phone, browser-resident, with OAuth to the citizen's own Google data via the standard OAuth pattern Google already honors for thousands of apps. Google can't refuse what its own users authorize. The institutional bypass that wasn't possible in March 2020 (because the only path was platform partnership) **is feasible now via citizen authorization at the standard OAuth API surface.** Six years ago the team was asking Google to help. Today the citizen is doing the asking, and Google's platform terms require them to honor it. That's the operational meaning of the demand-side flip the bead has been articulating: the substrate exists; the gating institution has been routed around; the citizen exercises the capability the platform built but refused to let the team exercise on their behalf.
## The tension to name honestly The citizen-direct posture produces moments where the product *reveals an agency's blindness in real time*. CalFire dispatch will not always be happy that 50,000 of their constituents can see the front position better than the dispatch board does. That tension is structural and unavoidable. The product design question is whether to **soften it** (agencies get a privileged view; citizen-facing data is delayed or filtered when official sources contradict) or **lean into it** (sousveillance — per the Steve Mann lineage the deck's keystone drawing already nods to — is the *point*; the citizen substrate exists precisely to break the centralization failure mode). The bead's framework points strongly to the second answer. The existing 300-agency contracts probably point to a careful version of the first. The genuine product-design question is *how careful* — and whether the careful version can stay honest to the substrate or has to compromise it to preserve the agency channel.
## What this would imply for product roadmap Beyond this note's scope to spec, but the directional implications: - **Substrate-first.** Treat Acequia + RealtimeEarth + AgentScript as the core asset; product surfaces ride on top. - **Citizen-primary.** The flagship product becomes the citizen substrate-on-the-phone, not the agency console. - **Agency-as-customer-not-gatekeeper.** Agency tooling remains and grows but doesn't bottleneck citizen capabilities. - **OAuth as the routing-around.** Citizens authorize their own data; platforms honor the existing OAuth pattern. - **Sousveillance as feature, not bug.** When citizen visibility reveals agency blindness, the product surfaces it and the substrate handles the political friction by being correct. - **The COVID essay's forward-close is this directional commitment.** *The lesson of 2020 is that the citizen-direct channel cannot be deferred to the agency channel; the next-gen product design is for what we should have shipped in March 2020.*
