## Motivation (Why a GUID) This bead provides a stable, addressable URI-space for the **Groundworks New Mexico policy-proposal** thread. The proposal — a commons strategy for community well-being, co-authored with Randy Burge — is being prepared for the GNM board as a DRAFT document. The bead is the *workshop*: it hosts the iterative critique, the chat log of decisions, and provenance for the source markdowns.
