## Motivation (Why a GUID) A reference bead listing **Elinor Ostrom's eight design principles** for governing a commons — the rules under which a community self-governs a shared resource (acequias being the canonical example, and our ecology literally one). Made operative now because the shared CORS/AI relay (`ff5ae03e`) is a commons (a depletable API-quota pool) that needs **monitoring** (principle 4) and **graduated sanctions** (principle 5) for token use, per Stephen's directive.
