## Motivation (Why a GUID) Monitor use of the web-edit bookmarklet and its shared AI relay — Ostrom **principle 4 (monitoring)**, feeding **principle 5 (graduated sanctions)** for token use. An append-only, metadata-only ledger of web sessions/requests, persisted in the commons over WebDAV (so monitoring is visible + governable).
