## Prigogine, Gibson, and the community as a distributed nervous system **Bead:** `f5b21ea4-2b73-4c8b-96f0-892f63ad86cf` · **Date:** 2026-06-04 **Status:** Working draft. ## The three lenses, and how they fit Three frames have arrived in this bead over 2026-06-04. They turn out to fit together. 1. **Ostrom + acequia governance** — the eight design principles, applied at the scales of neighborhood, town, county, region, state. The structural shape of durable community self-governance. 2. **Forman landscape ecology** — patches, corridors, matrix. The structural lens applied at *two* levels: social (organizations, relationships, funding rules) and technical-substrate (hosts, routes, network). 3. **Gibson affordances + Prigogine dissipative structures + the community as nervous system** — the *generative theory*. Why durable community structures emerge at all. Where they come from. What makes them persist. The first two describe the *shape* of the intervention. The third explains *why the shape is what it is*. It also explains why the intervention is not "build a system" but "provide the substrate so the system that is already trying to form can form."

## Gradients are the precondition A need gradient is the difference between where need is acute and where capacity is available. In an unweathered community, gradients exist constantly: - A parciante has a chauffeur license, time, and existing relationships. Ten neighbors need rides to medical appointments. The gradient is acute. - A parish hall is empty on Tuesday evenings. Three families lack a place for after-school care for their kids on Tuesdays. The gradient is acute. - A medical-supply nonprofit has a surplus of unused walkers and donated wheelchairs sitting in a storage unit. A homeless camp has elders with mobility needs. The gradient is acute. - A retired teacher has skills, weekly hours, and a desire to contribute. A neighborhood has illiterate adults who lack access to literacy support. The gradient is acute. Each gradient is, in Prigogine's sense, *free energy available for structure to dissipate*. Wherever there is a sustained gradient and there are accessible flows, dissipative structures can emerge. The structure is what the gradient produces. The structure persists as long as the gradient persists; its operation *is* the dissipation. Acequias for water literally are this. The gradient between the river (water-rich) and the field (water-poor) drives the acequia into being. The ditch dissipates the gradient; the parciantes maintain the ditch; the mayordomo coordinates the maintenance. The whole governance structure exists *because of* the gradient. Without water flowing through it, the acequia dissolves. The Groundworks proposal asks: *can the same be true of human need gradients?*

## Gibson supplies the perception side Where the proposal's earlier framing had communities "deciding how to allocate," the Gibsonian frame supplies a sharper account of how the deciding actually happens. The Gibson document (Stephen, this bead) argues that a perception-action system tuned to social suffering perceives constraints and resources as **direct affordances** — not as data to be inferred and reasoned over, but as action possibilities directly visible in the structured information field. The chauffeur-licensed parciante does not "infer" that he could drive ten neighbors. He *sees* the affordance directly. The mayordomo does not "compute" that the parish hall affords shelter on Tuesdays. She *perceives* it. The parciantes of a Chimayó food acequia do not "data-analyze" that blue corn affords nutrition. They live the affordance. Gibson's key move — that perception is shaped by what the perceiver can do — applies cleanly here. A community whose action repertoire includes acequia-style allocation perceives an environment full of allocation affordances. A community whose only action repertoire is "fill out a state form and wait" perceives an environment of forms to fill out. The intelligence substrate developed in [intelligence-blindness-and-the-digital-acequia.md](intelligence-blindness-and-the-digital-acequia.md) is what extends the community's perceptual reach across scales it could not otherwise span. Without it, perception is local-vision-only — what a single parciante can see with their own eyes. With it, perception aggregates across the community: 10,000 affordances become visible at once.

## The community is the nervous system The Gibson document, on its own reading, describes the perception-action system as a single hyper-intelligence sitting above the social field. Stephen's redirect inverts this: **the perception-action system is the community itself, distributed across people, devices, and decision-making nodes.** - **Afferent (sensory) pathways.** Every parciante is a sensory neuron. The chauffeur-licensed homeless man directly perceives the need-gradient around him; the local mayordomo directly perceives the resource-gradient across the network; the food-acequia parciantes directly perceive what each household has and what each lacks. The substrate (community-hosted cameras, microphones, mobile devices, manually-annotated maps, peer reports) extends the afferent reach without centralizing it. - **Efferent (motor) pathways.** Every act of community resource-allocation is a motor signal. The mayordomo's call at the saca, the peer-to-peer trust transfer between adjacent acequias, the spontaneous mutual-aid flow between two parciantes who recognize a shared need — these are the motor outputs. The substrate enables them by making the action pathways short (decision in minutes, not months) and visible to the rest of the network. - **Connective tissue.** The substrate is not the brain. It is the **nerve fiber bundle**. It carries afferent signals from sensors to decision-makers, and efferent signals from decision-makers to effectors. Like a peripheral nervous system, it is distributed; it has no central node; its function is fast bidirectional signal flow. - **No central cortex.** There is no homunculus deciding for the community. The decisions are emergent properties of the perception-action loops. The Santa Fe Institute / CAS lineage (named in the Gemini chat earlier in this bead) is the operative theory: *intelligence is a system property, not a property of any single agent in the system.* This is what Stephen has been pointing at when he says *"the mind is not in the brain, it is the other way around."* The community has a mind. The mind is distributed. The substrate is the nervous system that lets the distributed mind operate fast enough and broadly enough to matter.

## What makes wellness acequias self-organize A wellness acequia, on this reading, is what emerges when: 1. **A need gradient exists** (Prigogine). 2. **The affordances are directly perceivable** by the parciantes (Gibson). 3. **The action pathways are short** enough for the perception-action loop to close before the gradient dissipates on its own (the substrate provides this). 4. **The governance pattern is legible and available** to the community (Ostrom + acequia tradition). 5. **External authorities recognize and protect** the right of the local community to form the structure (Ostrom Principle 7). Where all five conditions are met, the structure **forms without being built**. It self-organizes. The Groundworks proposal's job is not to construct wellness acequias; it is to ensure that condition (3) is met — the substrate exists — and that conditions (4) and (5) are present so the structure has a legible shape to take and is permitted to take that shape. This is a fundamentally different posture from technocratic program design. It does not say *"we will design and implement a community wellness system."* It says **"there is latent structure trying to form. The conditions are partly present. The missing piece is the substrate. Provide the substrate, recognize the form, and the structure will form itself — and persist as long as the gradient persists."**

## Implications for the published proposal The current §A proposed strategy focus at [acequia.org/groundworks/](https://acequia.org/groundworks/) frames Groundworks' role in *active-construction* language: *"convene design tables," "pilot governance models," "build cross-organizational corridors."* The Prigogine + Gibson + nervous-system frame suggests a shift toward *release-and-recognize* language: - **From "build wellness acequias" to "remove obstacles to wellness acequias self-organizing."** The structures are trying to form. Provide the substrate. Recognize what emerges. - **From "convene design tables" to "make the gradients visible and the affordances directly perceivable."** Once parciantes can see the gradients, the design conversations they have will not need convening — they will happen at the saca, in real time, as they are needed. - **From "develop frameworks for coordination" to "shorten the action pathways."** Coordination is what happens when the nervous system is fast enough. Slow nervous systems require coordinators. Fast nervous systems coordinate themselves. - **From "pilot governance models" to "recognize the governance forms that emerge."** Ostrom-style commons-governance forms have specific structural features that distinguish them from corporate governance. The proposal's job is to articulate what those features look like in the social sector so that emergent forms can be recognized as legitimate. This is the operational meaning of *minimal intermediation*. The corporate/governmental role is not zero — but it is *recognize and protect*, not *design and administer*. The state and the meta-nonprofit provide the conditions for emergence; the structures that emerge do the work.

## The four time scales The same nervous-system + dissipative-structure pattern operates at four nested time scales. The structures that form at each scale are different but the perception-action pattern is invariant.

## What the proposal probably needs to add If this synthesis is right, the published proposal at [acequia.org/groundworks/](https://acequia.org/groundworks/) needs more than a §The substrate section. It needs the generative-theory framing as part of §The intervention. Concretely, three additions: 1. **A short paragraph in §The intervention naming the dissipative-structure observation.** Acequias are not metaphors; they are what self-organizes in this place when water gradients exist and the conditions are present. The same can be true for human need gradients if the same conditions are present. 2. **A short paragraph framing the community as a distributed nervous system.** Not a hyper-intelligence; not a centralized planner; a peer-perceptual-and-motor network whose substrate is the digital acequia infrastructure. 3. **A reframing of Groundworks' own role from "build" to "release."** Active construction is the wrong posture if the structures are trying to form. The right posture is removing the obstacles, providing the substrate, and recognizing what forms. These three shifts together change the proposal from a *programmatic intervention* into an *enabling-of-emergence intervention*. The latter is more honest to what Stephen and his collaborators are actually building. It is also, paradoxically, more *radical* than the current published framing — because it does not ask the board to do less of the wrong work but to do a fundamentally different kind of work.

## Notes - This document does not introduce the literal Prigogine or Gibson references into the published proposal as new readings to cite. The generative theory is there to inform the writing of §The intervention and §A proposed strategy focus; the proposal itself can use it without naming Prigogine or Gibson explicitly. (The acequia tradition is the load-bearing reference; everything else is theoretical scaffolding.) - The "community as efferent/afferent nervous system" framing is Stephen's; it should remain attributed if it ever appears in published prose. The "wellness structures as dissipative structures" framing is mine, derived from his cues. - This artifact treats the Gibson document as Stephen's authored work and builds on it without rewriting it. The Gibson document stands on its own; this document is the *synthesis layer above it*. - The four-time-scale table is the cleanest way I have found to show that wildfire intelligence and social-service intelligence run on the *same substrate operating at different time scales*, not on two separate systems with a shared label. That table might be worth lifting into the published proposal directly if Stephen finds it sharp enough.
