## Strengths - **Coherent intellectual scaffolding.** Ostrom (commons) → Cox (acequia social-ecological systems) → Forman (landscape ecology) → Weiner (geography of genius). Each citation does load-bearing work; nothing is decorative. - **Place-rooted posture.** The piece explicitly extends New Mexico's local intelligence rather than importing a model. Right framing for a NM board. - **"Human welfare acequias"** is the strongest novel coinage in the piece. Vivid, place-rooted, exportable. - **Concrete next-steps list** at §What Groundworks can do next — four actions, all actionable.
## Issues / recommended changes 1. **Filename says "two_page" but content runs ~3 pages at print size.** Either trim ~25%, or drop "two_page" from the filename and let it breathe. 2. **`[cite:NN]` markers are unresolved** — no reference list, so the reader can't follow them. They currently add visual noise. (Stephen resolved this by separating into an `additional-readings.md`.) 3. **Executive summary repeats with §Why this shift is needed** — the "agencies/funders/hospitals/schools/nonprofits operate with different rules" sentence appears twice nearly verbatim. Tightening one buys space. 4. **"Human welfare acequias" appears once.** It's the most quotable phrase in the piece — surface it earlier (executive summary, or as a subtitle) so it anchors the read. 5. **Forman pivot is abrupt.** A one-sentence bridge ("if Ostrom tells us *who* governs, Forman tells us *where* governance happens — in the landscape between institutions") would help non-technical board members. 6. **§Geography of genius is short and pivots fast.** Either lean in with one concrete acequia anecdote, or fold into executive summary. 7. **No explicit ASK.** Boards expect a closing ask: endorse exploration, fund a pilot, commission a design table. The current closing is graceful but doesn't tell the board what to *decide*. 8. **No cost/scope/timing.** Even a sentence ("scoped within current capacity, six-month exploratory phase") would lower activation energy for board endorsement. 9. **"Call to action" at top is abstract.** It restates the thesis; it doesn't *call to* any action. Replace with the actual ask, or remove the label. 10. **Smart-quotes/em-dashes inconsistent.** Curly in some sections, straight in others. Mechanical copy-edit pass would clean up.
## Build decisions logged from this turn - **Citation markers:** strip from render (per Stephen 2026-06-04). Additional readings will live in a separate `.md`. - **PDF method:** `window.print()` button + print CSS — no static `.pdf` generation. - **Logo treatment:** transparent-background SVG, render directly on dark; keep the orange "Where Change Takes Root" motto (`.cls-10`). - **Edit posture:** render v1 faithfully (no edits), back up as `_v01.html` before any future round of changes.
