Waldo provides WebDAV-based file synchronization and storage services for the Acequia ecosystem. It serves as the signaling infrastructure enabling peer-to-peer connections and store-and-forward messaging.

## Signaling Pattern WebDAV serves as the bootstrap for peer connections: 1. HTTP WebDAV server is the "seed crystal" 2. First agent connects, becomes a signal server itself 3. Network grows organically - original server can go offline 4. Any agent can bootstrap new peers Signaling files follow radio protocol: `{to}--{from}.json`
