Decisions locked (Stephen, turn 10): **3-act spine** (Stakes / Architecture / Stance); **first-person voice, multi-affiliation** (not a single institution); deliver the **plan first** (thesis + sections), draft later. Format: single self-contained HTML, inline CSS, no external libraries; downloadable PDF via native print-to-PDF (`@media print` + `@page` + a `window.print()` button). Prose follows `.ai/conventions.md`: no em dashes; avoid the "not X, but Y" construction.

## Byline / voice Stephen Guerin — Redfish; Simtable; Acequia; faculty, SFI Complex Systems Summer School; Harvard EPS and GSD; researcher, San Diego homeland security visualization lab; employer; son; husband; father. A position written from one person standing across many identities, not from any one of them. The byline is not a CV flourish: it is the argument in miniature. **Every actor has many identities, and which one is relevant is a function of the caller** (`myself`). To my child I am father; to my team I am employer; to SFI I am faculty; to an incident commander I am Simtable. Same self, caller-relative projection — the **ROP applied to selfhood**. So the byline performs V1 (the false single-institution boundary), §7 (self/myself), and V4 (relevant, not common, projection) all at once. Render it in the paper as a deliberate, slightly surprising list (the personal roles sit beside the institutional ones on purpose).

## Main thesis The dominant trajectory of the agentic-AI era builds **intelligence collectors**: centralized models that concentrate intelligence and draw in data from the edges. The agent-based paradigm offers the structurally different alternative, **collective intelligence**: many simple agents, massively linked, each sovereign over its own data, that **transact rather than surrender**. Intelligence lives in the link network, not in a center. Sustaining and modernizing that paradigm (modern ES6 via agentscript.org, distributed model-view-controller over acequia, WebGPU compute via TaosEngine) is not preservation of an academic tool. It is keeping alive the one design tradition that already knows how to coordinate decentralized agents into collective intelligence **while keeping the self, and myself, sovereign**. The blindness problems that matter most (the first three hours of a wildfire, the first three minutes of an active shooter, a demonstration) are met not by a central eye but by a commons of sovereign sensors, each projecting a **Relevant Operating Picture** to the participant who needs it. With vibe coding and geoAI, authoring this becomes accessible to everyone: the Visual Basic of the 2030s. **One-line claim:** *Collective intelligence is achievable without collection; the agent, sovereign and transacting, is how.*

## Section plan (3-act) ### Front matter - Title + subtitle; byline (multi-affiliation); a ~120-word abstract; one-line claim as an epigraph. ### Act I — The Stakes - **§1. Intelligence collectors vs. collective intelligence** (V6). The agentic-AI era; centralization as the default; massive linking between turtles as the alternative; what is structurally absent from the frontier-LLM space. - **§2. The false boundary** (V1). Academic/industry, open/commercial as artificial divisions; the national-lab "commercialization office" and the one-way directed edge; the counter-evidence (LANL showcasing SimTable; value flowing inward); fire as a social-political-economic whole-community problem, only minimally a fluid-dynamics one. ### Act II — The Architecture - **§3. The Relevant Operating Picture** (V4). Projection operator, not one shared picture; same base state, per-traverser projection; COP as the degenerate, quietly centralizing case. - **§4. Communication and indexicality** (V3). The model as a shared reference surface a group reasons through; legibility over black-box; a trace meaning different things to differently-tasked agents. - **§5. The technical dowry** (V5). Modern ES6 (agentscript.org); distributed MVC over acequia (view-as-controller); WebGPU (TaosEngine); the convergence with NetLogo Web. - **§6. Sustaining the commons** (V2). Four income mechanisms layered on an open core (sell platform, subscription, per-transaction, fractal app-platform); income and open-source as one practice, not opposites. **Play with the inversion we are kicking around: service-as-a-software, not software-as-a-service.** SaaS makes software the product and rents centralized access (value flows to the platform owner; centralizing). Service-as-a-software makes the *service* primary — the human work of resilience, judgment, intel fusion, care — and uses software and agents as how that service scales and is rendered. The agent renders the service on your behalf (this is V7 and §8 stated commercially), with software as the medium, not the master. It re-centers the human relationship and resists extraction, so it is the income model that *matches* a decentralized, myself-sovereign commons. Self and Myself** (the sovereignty section; from note 02). Self-sovereign as the architecture; myself-sovereign as it felt from the inside — intimate/embodied, reflexive (sovereignty over my own boundary), delegated (my agent is myself); the turn from surveillance to sousveillance. - **§8. The sovereign transacting agent** (V7). Sousveillance with realtime.earth; collective intelligence while intimate data stays private; the blindness windows; the agent that discloses the signal the collective needs and withholds the raw artifact; collective intelligence is not collective surveillance. - **§9. The Visual Basic of the 2030s** (V8). Vibe coding + geoAI + agents; mass participatory authoring of spatial agent-based apps; the real engine of a self-sustaining commons. ### The Call (closing) - What the NetLogo community and the NSF effort should actually sustain, and why; one concrete convergence to commit to; an invitation rather than a sale. - **Closing ethic / epigraph candidate:** *"Redfish takes as little as it needs and gives as much as it can."* This is the generosity-forward restatement of **"From each according to his ability, to each according to his needs"** (Blanc/Marx), and the plain-advice version **"give more than you take" / "leave it better than you found it."** In the ecology's own vocabulary it is **prorrata / reciprocity** (START-HERE: "return value in proportion to what you draw"), stated as corporate character. It answers "why trust a decentralized commons" with a *stance*, not a mechanism — the right note to end a position paper on. ### Back matter - **Figure:** the LANL "Science in 60" video embedded (`simtable.com/videos/LANL-simtable.mp4`), captioned as the bidirectional-IP evidence for §2. - **Related work / references:** the acequia-component bead (ROP/COP, four faces), the Hubler ecology, DARPA DICE, self-sovereign identity, sousveillance (Mann), Markov blankets / active inference.
