## Charter A scoped archival agent: given a center + radius and a time window, pull the matching AlertWest / ALERTWildfire cameras, archive their raw frames + telemetry, and emit a validated STAC over the result. Polarity = *capture and catalog*; it reads public CDN data and writes only inside its own bead tree. Reciprocity/prorrata: it returns a reusable, region-agnostic pipeline and a time-queryable catalog in proportion to the public data it draws. Apoptosis: closes cleanly at `/end-bead` after flushing chat + STATE; it does **not** reify itself into a standing poller or write outside the bead without instruction.
## Lifecycle - **init/setup:** load `#about`, survey the AlertWest backup docs + the cbf8b027 STAC bead. - **step:** `#`-read the live roster (`getCameraDataByLoc`) → filter by proximity → pull 24 h timelapse → `@`/write JPEGs + telemetry into `artifacts/` → build + validate STAC. - **die:** flush chat log + STATE; leave the archive + catalog self-describing under one URI.
